Matthew D. All began full-time employment as vice president of legal services and general counsel for BCBSKS in January 2007, and added oversight for human resources, regulatory and legislative affairs, contracting and facility services in October 2007.
As general counsel he is responsible for providing legal counsel to the corporation and its subsidiaries, including direct legal advice with regards to corporate strategies, evaluation of new ventures and business operations affected by federal and state laws. In addition, he will manage litigation activities and coordinate with outside legal specialists as necessary. He also serves as corporate secretary for Blue Cross and Blue Shield of Kansas.
All brings more than 10 years of experience in state government and private practice to his position, including four years as assistant insurance commissioner in the Kansas Insurance Department and four years as chief counsel for the governor’s office. He holds a bachelor’s in political science from the University of Kansas and a juris doctorate from Yale Law School, where he served as staff editor for the Yale Law and Policy Review.
He serves as a lecturer for the University of Kansas School of Law and as an adjunct professor for the Washburn University School of Law. His classroom teaching focuses on insurance law and Indian gaming law. He is a member of the Kansas Bar Association and is active in Topeka Festival Singers.
