Matthew D. All - General Counsel and Vice President, Legal Services, Human Resources and Government Relations

Matthew D. AllMatthew D. All has been vice president of legal services and general counsel for Blue Cross and Blue Shield of Kansas since January 2007, and added oversight for human resources, regulatory and legislative affairs, contracting and facilities in October 2007, and corporate communications in 2009. He was appointed corporate secretary by the BCBSKS Board of Directors in December 2007.

All brings more than a decade of experience in private practice and state government to his position, including four years as assistant insurance commissioner and four years as chief counsel to the governor. He holds a bachelor's degree in political science from the University of Kansas and a law degree from Yale Law School.

All teaches insurance law for the University of Kansas School of Law, and has also taught Indian gaming law at both the University of Kansas and Washburn University law schools. He is a member of the Kansas Bar Association and is on the Friends of the Spencer Museum of Art Board. He recently served as chairman of the Kansas Lottery Gaming Facility Review Board, which led him to being named one of Wichita Eagle's "Ten to Watch" in 2008. He also was named one of “Topeka’s Rising Stars” by TK Magazine.
