Fredrick D. Palenske — Senior Vice President, Provider and Government Affairs

Fredrick D. PalenskeFred Palenske brings 25 years of experience at Blue Cross and Blue Shield of Kansas to his role as senior vice president. He was promoted to senior vice president of provider and government affairs in February 2013, having previously served as vice president of provider relations and medical affairs since October 2007.

In his new role, Palenske continues to have oversight of the activities in which the company interacts with providers including professional relations, institutional relations, provider reimbursement, Kansas Health Data Systems and the BCBSKS claims clearinghouse. He also leads the government affairs activities of the company including federal administration and congressional relations, state administration and legislative relations, and regulatory relations involving the Kansas Insurance Department. In addition, Palenske has executive oversight of the medical affairs division which is responsible for quality management, disease and case management, precertification, medical review, health analytics and pharmacy programs.

Palenske joined BCBSKS in 1988 after working four years at the Kansas Insurance Department. He first served as a contract specialist before being promoted to manager of regulatory compliance in 1989. He became director of regulatory compliance in 1990 and later added responsibility for legislative affairs.

He holds two degrees from Washburn University, earning a bachelor's of business administration degree with double majors in management and finance in 1982 and a master's in business administration in 1988. He is a 2002 graduate of Leadership Greater Topeka and a 2006 graduate of Leadership Kansas. He serves on the Kansas Chamber of Commerce board of directors and the Ichabod Scholarship Fund. He has been involved in several other professional and non-profit associations including the Kansas CASA Association, Kansas Association of Health Plans, Kansas Health Insurance Association and the Kansas Life and Health Insurance Guaranty Association.
