Statement on Continuation of Non-Grandfathered Plans
Federal regulators recently announced they would allow insurers, with their state's approval, to continue to offer – through Oct. 1, 2016 – the non-grandfathered individual and small group plans that had previously been extended for one additional year. On March 6, Kansas Insurance Commissioner Sandy Praeger announced that her department would allow insurers operating in Kansas to extend these plans through Oct. 1, 2016, leaving the final decision up to each insurer.
Blue Cross and Blue Shield of Kansas is pleased to announce that it will offer our members who are currently enrolled in one of these plans the opportunity to renew them annually through Oct. 1, 2016.
This means members in these plans may continue with the same coverage for several more years. While they may keep the plan they have, these members still have the option to consider purchasing a new plan, one that offers all the benefits as defined by the Affordable Care Act, either directly from Blue Cross or during open enrollment periods of the Health Insurance Marketplace. Kansans who believe that they will qualify for an Advance Premium Tax Credit to help them purchase insurance must select a new plan through the Marketplace in order to receive the subsidy.
Blue Cross and Blue Shield of Kansas expects to receive additional guidance from the Kansas Insurance Department. We will provide affected individuals and small group business owners more details at their upcoming renewal. Our priority in the next few weeks will be to work first with those small business owners that have renewals in April, May and June. Blue Cross members who renewed their non-grandfathered individual plans effective Jan. 1, 2014, will have until later in 2014 to make a buying decision for coverage effective Jan. 1, 2015.
