Matthew D. All Named Vice President of Legal Services and General Counsel for Blue Cross and Blue Shield of Kansas

Matthew D. All, Lawrence, has recently been named vice president and general counsel for Blue Cross and Blue Shield of Kansas, according to Michael M. Mattox, BCBSKS president/CEO.

In his new position, All is responsible for providing legal counsel to the corporation and its subsidiaries, including direct legal advice with regards to corporate strategies and business operations affected by federal and state laws. In addition, he will manage litigation activities and coordinate with outside legal specialists as necessary.

All joins BCBSKS after gaining 10 years of experience in state government and private practice. He began his stint in state government in 1999 as assistant insurance commissioner to Kathleen Sebelius, organizing and overseeing the decision-making process for policy issues. Beginning in 2003, he served as chief counsel to the governor and was responsible for all significant legal matters related to the governor’s office. In that role he advised Gov. Sebelius on litigation, legislation, judicial appointments, clemency requests, executive orders and a wide array of public policy issues.

Before joining state government, All was an associate at Stevens & Brand, L.L.P., Lawrence, and Blackwell Sanders Matheny Weary & Lombardi, Overland Park.

For several years, All has served as a lecturer for the University of Kansas School of Law and an adjunct professor for the Washburn University School of Law. His classroom teaching focuses on insurance law and Indian gaming law.

All earned admission to the Kansas bar in 1996 after graduating from Yale Law School with his juris doctorate. While at Yale he was awarded the John Fletcher Caskey Prize for the best presentation of a case at the Barristers’ Union Prize Trial. He also served as staff editor of the Yale Law and Policy Review.

All earned his bachelor’s in political science from the University of Kansas in 1993, where he graduated with highest distinction and was a Rhodes Scholarship nominee.

All is a member of the Kansas Bar Association and served as president of its Insurance Law Section from 2002-2003. He has been active with Topeka Festival Singers since 1999 and also is a member of the Kansas Volunteer Commission. He lives in Lawrence and has two children.

Blue Cross and Blue Shield of Kansas is an independent licensee of the Blue Cross and Blue Shield Association. BCBSKS is the state's largest health insurer, serving all Kansas counties except Johnson and Wyandotte.
